Amends the Electronic Fund Transfer Act to include as an account, for purposes of determining consumer liability for unauthorized electronic fund transfers, an account of a municipality or a school district used for the purpose of carrying out the official duties of that municipality or school district.
Requires the Board of Governors of the Federal Reserve System to issue final rules to define the terms "municipality" and "school district" for purposes of, and to otherwise carry out, this Act.
