Education for All Act - Prohibits the Secretary of Education from using any federal funds to promulgate regulations or guidance regarding the meaning of the term "gainful employment" where it is used in the Elementary and Secondary Education Act of 1965 to require certain schools to prepare students for such employment to qualify for consideration as an institution of higher education under the Act and participation in the Act's student assistance programs under title IV.
