National Competitiveness and Innovation Strategy Act of 2010 - Directs the Secretary of Commerce to complete a comprehensive study of the economic competitiveness and innovative capacity of the United States.

Requires the Secretary to establish: (1) a process for obtaining public comments; and (2) an Innovation Advisory Board to advise the Secretary with respect to the conduct of the study.

Directs the Secretary to develop, based on the study, a national 10-year strategy for strengthening the innovative and competitive capacity of the federal government, state and local governments, institutions of higher education, and the private sector.
