Declares that a specified suspension of (moratorium on) certain offshore permitting and drilling activities on the Outer Continental Shelf shall not apply to a drill permit applicant that has complied with specified National Notices and has completed all required safety inspections.

Instructs the Secretary of the Interior to make a determination on whether to issue a permit within 30 days after determining that the applicant is in compliance with such Notices and has completed such inspections.
