Amends the Oil Pollution Act of 1990 to provide that double hulled tankers over 5,000 gross tons transporting oil in bulk in Prince William Sound, Alaska, shall be escorted by at least two towing vessels or other appropriate vessels (currently, only single hulled tankers receive such escorts).
