Encourages each institution of higher education (IHE) in the country to seek membership in the Servicemembers Opportunity Colleges (SOC) Consortium, which helps coordinate postsecondary educational opportunities for members of the Armed Forces, their families, and veterans.

Recognizes the IHEs that are currently members of the SOC Consortium.
