Urges the President and the Secretary of State to: (1) build upon U.S. policy by publicly declaring that the United States will not fund or participate in any portion of the Durban Review Conference or its preparatory activities; (2) withhold from U.S. funding for the United Nations regular budget an amount equivalent to the U.S. share of assessed contributions for the Conference and such activities; and (3) lead high-level diplomatic efforts to encourage other responsible nations to not fund or participate in the Conference or such activities and to explore alternative forums for combating racism, racial discrimination, xenophobia, and related intolerance.

Commends Canada and Israel for publicly refusing to fund or participate in the Conference.
