Safe Schools, Healthy Kids Act of 2010 - Authorizes the Secretary of Education to make grants to states and local educational agencies for the abatement, removal, and interim control of polychlorinated biphenyls (PCBs) in public school facilities.

Requires grantees to notify students and their families, staff and school employees, and other relevant parties in the community of the work to be undertaken.

Directs the Environmental Protection Agency (EPA) to provide the Secretary with the necessary guidance to ensure safe school conditions and effective abatement, removal, or interim controls.
