Complete the Networx Telecommunications Transition Act - Requires federal agencies, to the maximum extent practicable, to acquire all telecommunications services under the Networx contracts of the General Services Administration (GSA). Precludes the GSA Administrator, to the maximum extent practicable, from accepting any offer for an FTS2001 (Federal Technology Service 2001) contract unless the services are at a price that is equal to or less than the price of comparable services under the Networx contacts.
