No Prisoner Access to Social Security Numbers Act of 2010 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to prohibit governmental entities from employing, or entering into or maintaining a contract for the use or employment of, prisoners in any capacity that would allow such prisoners access to the Social Security account numbers of other individuals (or any derivatives of such numbers).
