Helping Save Americans' Health Care Choices Act of 2010 - Repeals provisions of the Patient Protection and Affordable Care Act (PPACA) providing for: (1) an increased penalty for distributions from a health savings account or Archer medical savings account not used for qualified medical expenses; (2) a restriction of payments from health savings accounts, Archer medical savings accounts, and health flexible spending arrangements for medications to prescription drugs or insulin; and (3) a $2,500 limitation on annual salary reduction contributions to health flexible spending arrangements under cafeteria plans.

Amends PPACA to treat a high deductible health plan as a qualified health plan for purposes of such Act.
