Amends the Patient Protection and Affordable Care Act to declare that nothing in such Act or amendments made by such Act shall be construed to affect: (1) any authority under title 38 of the United States Code (veterans' benefits); (2) any authority under chapter 55 of title 10 of the United States Code (medical and dental care for members of the uniformed services); or (3) any health care or health care benefits program provided under the TRICARE program or by the Secretary of Veterans Affairs.

Declares that the term "minimum essential coverage" includes coverage provided to members of the uniformed services and eligibility for health care provided by the Secretary of Veterans Affairs.
