To amend title XVIII of the Social Security Act to provide that hospitals located in territories are eligible for electronic health record incentive payments under Medicare in the same manner as hospitals located in one of the 50 States are eligible for such incentive payments.

Amends title XVIII (Medicare) of the Social Security Act to make subsection (d) hospitals located in the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, or the Northern Mariana Islands eligible for electronic health record (EHR) incentive payments in the same manner as subsection (d) hospitals located in the 50 states.

(Generally, a subsection [d] hospital is an acute care hospital, particularly one that receives payments under Medicare's inpatient prospective payment system when providing covered inpatient services to eligible beneficiaries.)
