Directs the Secretary of Veterans Affairs to carry out a pilot program establishing a childcare center at Bay Pines Medical Center, Florida, for the children of: (1) veterans receiving treatment there; (2) employees of the Department of Veterans Affairs (VA), VA contractors, and veterans service organizations; and (3) active-duty military personnel whose duty station is in such area and does not have childcare services made available by the Secretary of Defense.
