Makes any person or entity that received compensation for campaign-related work during the 2008 election cycle ineligible to receive, either directly or indirectly, any funds from the American Recovery and Reinvestment Act of 2009 (ARRA).

Requires such person or entity to return the ARRA funds, with interest, to the Secretary of the Treasury to be deposited into the General Fund for deficit reduction only.
