Conflict Resolution and Mediation Act of 2009 - Authorizes the Secretary of Education to award grants to local educational agencies (LEAs) for the development and implementation of conflict resolution and mediation programs for students, teachers, and other school personnel at their schools most directly affected by conflict and violence.

Directs the Secretary to develop a written model for conflict resolution and mediation and make such model available to any LEA that requests it.
