Harbor Maintenance Trust Fund Reform Act - Amends the Internal Revenue Code and the Water Resources Development Act of 1986 to provide that amounts in the Harbor Maintenance Trust Fund shall be available for expenditures, without further appropriation.

Requires the Secretary of the Army to submit to the House Committee on Transportation and Infrastructure and the Senate Committee on Environment and Public Works an annual report on expenditures from the Harbor Maintenance Trust Fund and the economic benefits of harbor dredging projects.
