Primary Care Training Enhancement Act - Amends title XVIII (Medicare) of the Social Security Act to authorize the Secretary of Health and Human Services (HHS) to reimburse hospitals for the costs of teaching health centers to train primary care residents, including reimbursement to cover indirect medical education costs.

Amends the Public Health Service Act to direct the Secretary to make grants: (1) to teaching health centers to establish new or expand existing medical residency training programs; (2) to public or private nonprofit organizations to provide technical support to such centers; (3) for state primary care scholarship and loan repayment programs; and (4) for Primary Care Training Institutes.

Permits participants in the National Health Service Corps to count teaching hours as time spent toward their service obligation.
