Clean Energy Promotion Act - Requires the United States to annually deposit into the BLM Wind Energy and Solar Energy Permit Processing Improvement Fund up to $5 million received as annual wind energy and solar energy right-of-way authorization fees under the Federal Land Policy and Management Act of 1976.

Makes the amounts deposited available for salaries and expenses related to the Bureau of Land Management (BLM) offices dedicated to the coordination and processing of wind energy and solar energy permit applications.

Authorizes the expenditure or transfer of such amounts as are necessary to: (1) the U.S. Fish and Wildlife Service; (2) the Environmental Protection Agency (EPA); and (3) state agencies involved in the processing of wind and solar permits on federal lands under the jurisdiction of the BLM.
