Child Safety and Home Security Act of 2009 - Amends the Internal Revenue Code to provide for a nonrefundable tax credit for the purchase of a residential safe storage device to secure firearms.

Prohibits the creation of a database identifying gun owners using information from tax returns on which the credit under this Act is claimed.
