Community College Technology Access Act - Directs the Secretary of Education to award grants to community colleges for the maintenance, administration, and improvement of computer labs to enhance student and public access to information technology training.

Allows grantees to use grant funds to expand or build a computer lab facility if they ask and receive the Secretary's authorization to do so.

Requires grantees to keep their computer labs open to the public for specified minimum periods and to offer the public free computer-related training while open.
