Amends the Elementary and Secondary Education Act of 1965 to include family therapists among the professionals authorized to provide services under the Safe and Drug-Free Schools and Communities program and the Elementary and Secondary School Counseling programs.

Includes family therapists as pupil services personnel authorized to provide services as part of a comprehensive program to meet student needs.
