Plain-English summary
Constitutional Amendment - Requires the House of Representatives to be composed of Members chosen every fourth year.
Requires that Members be assembled immediately after the first election and divided as equally as may be into two classes.
States that, so one-half may be chosen every second year, the seats of the House of: (1) the first class shall be vacated at the expiration of the second year; and (2) the second class at the expiration of the fourth year.
Applies this article to the first election of the House occurring after ratification, but no earlier than 2012.
