Guaranteed Access to Medicaid for Newborns Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to revise the conditions for waiver of the requirement of satisfactory documentary evidence applicable to a Medicaid-eligible individual declaring U.S. citizenship or nationality.

Adds the condition that the waiver may apply to children born in the United States to Medicaid-eligible mothers.
