Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) and the Administrator of the Environmental Protection Agency (EPA) to: (1) establish an Institute for Ocean and Coastal Adaptation to Climate Change at an institution of higher education in each of four separate regions of the United States; and (2) award grants to such educational institutions for research, planning, and related activities to assess and prepare for the impacts of climate change on ocean and coastal areas, including the Great Lakes.
