Emergency Supplemental Appropriations Act for Defense, 2008 - Makes emergency supplemental appropriations for the Department of Defense (DOD) for FY2008 for: (1) military personnel; (2) operation and maintenance; (3) the Iraq Freedom Fund; (4) the Afghanistan Security Forces Fund; (5) the Iraq Security Forces Fund; (6) the Joint Improvised Explosive Device Defeat Fund; (7) procurement; (8) Defense Working Capital Funds; (9) the Defense Health Program; and (10) defense drug interdiction and counter-drug activities.

Specifies authorized, restricted, and prohibited uses of funds appropriated in this Act.

Makes funds available to fund the Commander's Emergency Response (urgent humanitarian relief and reconstruction assistance in Iraq and Afghanistan).

Directs the Secretary of Defense to report to Congress a comprehensive set of performance indicators and measures for progress toward military and political stability in Iraq.
