Requires the Coast Guard Commandant to study an area commonly identified as Coast Guard Sector Buffalo, located in Buffalo, New York, and report to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives on the most cost-effective method for providing shore facilities and the feasibility of consolidating and relocating shore facilities on a portion of the existing site while meeting and expanding Sector Buffalo operational requirements. Requires that the report contain a preliminary plan for the design, engineering, and construction of the proposed project.
