Congratulates Vice President Al Gore and the Intergovernmental Panel on Climate Change for receiving the 2007 Nobel Peace Prize and commends the Norwegian Nobel Committee for selecting them.

Recognizes: (1) Vice President Al Gore's work to increase awareness about the dangers of global warming; and (2) the Panel's work to create an informed consensus about the connection between human activities and global warming.

Recommends that the public takes action to reduce greenhouse gas (GHG) emissions.

Encourages Congress and the President to enact climate change legislation to substantially reduce U.S. contributions to GHG emissions.
