Securing Eligibility for Needed Donations Act of 2008 or the SEND Act of 2008 - Prohibits Department of Commerce funds from being used to implement, administer, or enforce specified amendments to Department regulations restricting gift parcels and humanitarian donations to Cuba. (The amendments prohibit: (1) the sending of gifts of clothing, personal hygiene items, seeds, fishing equipment, soap-making equipment, and veterinary medicine and supplies; and (2) more than one gift parcel of certain permitted items a month per household.)
