San Francisco Bay National Wildlife Refuge Complex Establishment Act - Directs the Secretary of the Interior to establish the San Francisco Bay National Wildlife Refuge Complex (Refuge Complex) as an urban ecosystem wildlife refuge and to publish notice of its establishment in the Federal Register. Establishes boundaries for the Refuge Complex and authorizes the Secretary to make corrections to its boundaries.

Repeals Public Law 92-330 (providing for the establishment of the San Francisco Bay National Wildlife Refuge) as of the date on which the Secretary publishes notice of the establishment of the Refuge Complex in the Federal Register.
