Amends the National Flood Insurance Act of 1968 to revise the requirements for determining a community's adequate progress on the construction of a flood protection system for flood insurance eligibility purposes. Permits the minimum 60% of system cost appropriation requirement to be met from federal, state, or local appropriations or funds otherwise made available (currently, only from federal appropriations).
