Protecting Children's Health Coverage Act of 2008 - Nullifies any effectiveness of the August 17, 2007, State Health Official Letter issued by the Director of the Center for Medicaid and State Operations of the Centers for Medicare & Medicaid Services (with respect to extension to uninsured children of health insurance under title XIX (Medicaid) or XXI (State Children's Health Insurance Program (SCHIP)).
