Roth TSP Act of 2008 - Requires the Executive Director of the Federal Retirement Thrift Investment Board to provide for the inclusion in the Thrift Savings Plan of a qualified Roth contribution program (a program under which an employee may elect to make designated Roth contributions in lieu of elective deferrals under the retirement plan).
