Amends the Communications Act of 1934 to require each satellite carrier providing secondary transmissions in the local market of a television broadcast station to carry, on request, the signals of all television broadcast stations located within any local market (currently, located within that local market), subject to existing broadcast signal retransmission consent provisions.
