Requires the Administrator of the Environmental Protection Agency (EPA) to provide specified funds to Kansas in FY2009 to purchase (with the owners' consent), and to provide relocation assistance to the residents of: (1) properties in Treece, Kansas, that are in danger of being destroyed by subsidence relating to the Cherokee County National Priorities List Site that may endanger the health of occupants; and (2) residential properties of water customers of Picher, Oklahoma, residing in or near Treece, Kansas.
