Independent Study of Distance Education Act of 2007 - Directs the Secretary of Education to enter into an agreement with the National Academy of Sciences to evaluate the quality of distance education, as compared to campus-based education programs, at institutions of higher education. Requires the study to identify the types of students that derive the most benefit from each program and the types that do not benefit from distance education.
