Foreign Service Global Compensation Act of 2007 - Amends the Foreign Service Act of 1980 to revise the Foreign Service compensation system, including: (1) transition to a performance-based system; and (2) uniform compensation for worldwide service.

Sets forth the rate of basic salary payable to a Foreign Service employee at the time of death for death gratuity compensation purposes.
