Comprehensive Coverdell Modernization Act of 2007 - Amends the Internal Revenue Code to: (1) increase from $2,000 to $4,000 the annual contribution limit to Coverdell education savings accounts; and (2) adjust such contribution limit for inflation after 2008.

Makes permanent provisions enacted by the Economic Growth and Tax Relief Reconciliation Act of 2001 relating to Coverdell education savings accounts and qualified tuition programs.
