Preventing Medicare Seniors from being Confused due to Abusive Marketing (Prevent Medicare SCAMs) Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) enhanced penalties for Medicare Advantage-Prescription Drug (MA-PD) plans and Medicare prescription drug plans that violate marketing requirements; and (2) public notification about plans that habitually receive intermediate sanctions.

Permits Medicare beneficiaries enrolled under prescription drug plans suspended under this Act to enroll under other plans during the period of suspension.

Directs the Comptroller General to study and report to Congress on each anti-fraud and abuse provision (including related intermediate sanctions) applicable to an MA-PD plan or a Medicare prescription drug plan, and assess its effectiveness and the overall compliance of such plans.
