Biofuels Energy Independence Act of 2007 - Authorizes the Secretary of Agriculture to make and guarantee loans for biofuel production, distribution, development, and storage. Sets forth loan eligibility requirements. Directs the Secretary to establish a related revolving fund.

Authorizes the Secretary to administer a Biofuels Feedstocks Energy Reserve to: (1) provide feedstocks in furtherance of biofuel-based energy production; and (2) support the biofuels energy industry when production is at risk due to feedstock reductions or commodity price increases. Sets forth related provisions respecting commercial commodity purchases, release of commodity stocks, and storage payments.
