Provides that payments made by Edmond, Oklahoma, to the Secretary of the Army in October 1999 of costs associated with water storage at Arcadia Lake, Oklahoma, under a specified contract shall satisfy the city's obligations for such costs.

Terminates certain reversionary interests and use restrictions relating to public parks and recreation on land conveyed by the Secretary to Oklahoma at Lake Texoma. Directs the Secretary to execute and file an appropriate instrument to release each such interest and restriction.
