Guaranteed Access for SCHIP's Target Population Act of 2007 - Amends title XXI (State Children's Health Insurance (SCHIP) of the Social Security (SSA) Act to provide additional allotments to address SCHIP FY2007 funding shortfalls.

Amends SSA title XIX to eliminate the state option to increase cap amount on individual's equity asset test for eligibility for long-term care assistance under Medicaid.
