Reaffirms support for continued enlargement of the North Atlantic Treaty Organization (NATO) to include democratic governments that are able and willing to meet membership responsibilities.

Expresses the sense of Congress that: (1) the expansion of NATO contributes to its effectiveness; and (2) the United States should take the lead in supporting the awarding of a Membership Action Plan to the Republic of Georgia and to Ukraine at the December 2008 meeting of the NATO Foreign Ministers.
