Urges the Director of the National Institutes of Health (NIH) to take a leadership role in the fight against the neurological disorder dystonia.

Calls for: (1) increased funding for basic biomedical research for dystonia and other neurological disorders through NIH; (2) additional research to identify an accurate diagnostic test for dystonia and an epidemiological study to determine the frequency of the disease; (3) improved patient access to safe and effective dystonia therapies; and (4) increased public awareness and professional education regarding dystonia through partnerships between the government and patient advocacy organizations.
