Amends the Harmonized Tariff Schedule of the United States to include an additional U.S. Note regarding tariff treatment of textile parts of seats and other furniture. Classifies articles of cotton or other textile fibers, except for leather, as parts of seats or other furniture only if they have been both cut and sewn to shape and have been permanently attached to furniture framing parts or sections.
