LIHEAP Emergency Reform Act - Amends the Low-Income Home Energy Assistance Act of 1981 to authorize the Governor of a state to apply to the Secretary of Health and Human Services for: (1) certification of an energy emergency in that state; and (2) an allotment of certain appropriated amounts.

Directs the Secretary to adopt prescribed procedures for equitable consideration of such applications.
