Amends federal transportation law with respect to certain standards prescribed by the Secretary of Transportation establishing a uniform quality grading system for motor vehicle tires to help consumers make an informed choice when purchasing them. Requires such grading system to include standards for rating the fuel efficiency of passenger car and light truck tires.

Directs the Secretary to develop and carry out a national tire fuel efficiency program.
