Rhode Island Fishermen's Fairness Act - Amends the Magnuson-Stevens Fishery Conservation and Management Act to add Rhode Island (currently a member of the New England Fishery Management Council) to the Mid-Atlantic Fishery Management Council. Excludes fisheries in the Atlantic Ocean seaward of Rhode Island from the Mid-Atlantic Council's authority. Increases the Council's number of voting members from 21 to 23, and from 13 to 14 the number appointed by the Secretary of Commerce.
