Save Act - Amends the Internal Revenue Code to allow: (1) individuals and families a refundable tax credit for the the cost of private health insurance; (2) advance payments of the health insurance tax credit to health insurance providers; (3) a tax deduction from gross income (available to taxpayers whether or not they itemize deductions) for premiums paid for high deductible health insurance plans; and (4) certain small business employers a general business tax credit for contributions to a health savings account.

State High Risk Pool Funding Extension Act of 2005 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to make grants to States for the establishment and operation of high risk health insurance pools and health insurance purchasing cooperatives.
