Video Description Restoration Act of 2005 - Considers authorized and ratified by law the video description rules of the Federal Communications Commission (FCC) contained in the year 2000 FCC report and order identified as Implementation of Video Description of Video Programming, notwithstanding the decision of the U.S. Court of Appeals for the DC Circuit in Motion Picture Association of America, Inc., et al., v. Federal Communications Commission, et al.

Directs the FCC to: (1) reinstate such rules; and (2) initiate a proceeding to consider whether it is economically and technically feasible and consistent with the public interest to include "accessible information" in such rules. Authorizes the FCC to amend, repeal, or otherwise modify such rules.
